Mr. Carrion discusses the need for a more affordable, more competitive and more accessible New York, focusing on the creation of a New York Infrastructure Trust, a public/private enterprise to rebuild infrastructure, the development of world-class community schools, job creation, which Carrion says is the best social program, among other goals and projects.
