McMahon, of the Manhattan Institute's Empire Center for New York State Policy, and Megan Quattlebaum, of Common Cause, join Doug Muzzio in a discussion about the two state propositions that will be on the ballot this Election Day. While they all agree on the poor condition of the State government and how the budget process works, Ms. Quattlebaum feels both Propositions 1 and 2 should be adopted. Ms. Fortuna and Mr. McMahon disagree, feeling that although there are problems with the budget process, these propositions would make things worse than they already are.
