Original tape date: November 23, 2010.Moderator Bob Liff and panel of practitioners and observers preview key public policy contests in 2011—both in Albany and in Washington, DC. The panel examines the economic and political contests facing Governor-Elect Andrew Cuomo, who prepares to take office under the cloud of a $9 Billion budget shortfall in New York State. The new Governor must wrestle with a host of powerful interests, as well as a legislature that is likely to be divided when the next legislative session begins in Albany. A close parallel exists in Washington, DC, where President Obama must address the economy and critical social issues, as well as a revitalized Republican Party and a Democratic Party seemingly on the defensive. In view of the sharp contests arising over tax policy in Albany and Washington, 2011 should prove a challenging year for governments at all levels.
