A terrorist attack by a little known group on 9/11 precipitated two wars, caused a refocusing of foreign and security policy of major governments, dominated the international security agenda, justified the expenditure of vast resources on a new security industry, and generated a widespread sense of vulnerability. How did it manage to do so?
The attack cost the lives of three thousand people, the counter-attack cost the lives of tens of thousands. What price have we paid in the decades long battle against terrorism? What have we achieved? Are we safer today? What must we do in the next ten years to maintain our security, and our perspective on the threat posed by terrorism?
