Push has come to shove, with legislators trying to protect their constituents, labor leaders trying to protect their members, and lobbyists, well, lobbying. Is the fiscal situation intractable? Joining Sheryl to help sort out the reality and the possibilities for change is Carol Kellermann, President of the Citizens Budget Commission, the non-profit institution that was founded in 1932, which was also a time of crisis.
