Despite legislation to end solitary confinement and limit pretrial detention, these practices continue, contributing to deaths and trauma. Most people incarcerated at Rikers are awaiting trial and are there simply because they cannot afford bail. The lasting impact of Kalief Browder’s tragic story—detained for three years without trial, much of it in solitary, before taking his own life—continues to drive public awareness and advocacy for shutting down Rikers and overhauling the justice system.
