Kumar describes it as driven by soaring rents, shrinking rent-stabilized housing, and rising homelessness and housing insecurity. Kumar explains how loopholes in past rent laws let landlords push apartments into market-rate status, but says the 2019 Housing Stability and Tenant Protection Act helped restore protections, and she now supports policies like a rent freeze for rent-stabilized tenants, expanded rent stabilization statewide, and stronger rental assistance.
